Is there a way to hack/upgrade the camera in a phone?

I have a Qtek 2020i pda phone, and the camera is absolutely awful. It’s 1.3 megapixels, but my wife has a treo 650 with 1.3 MP, and the output and resolution of the camera is noticeably better. I surmise that it has to be the camera, or maybe it’s the software drivers? Either way, I want to figure out how I can improve the camera - either by hacking the hardware or upgrading the drivers (which would be preferable).
