it melts because the salt dissolves in the water molecules in the liquid because the salt has replaced it. therefore the rate of freezing goes down and melts.
now this last question is difficult ..
i have to draw and label the graph that you would expect to produce if water at 100 degrees (C) was allowed to cool to a temperature of -5 degrees(C)

Boiling water would have to be cooled in an environment that was already -5; and would cool at a steady rate (assuming it hasn’t boiled and there was no sublimation possible) so a straight line between 99 and 0 below that -1 to -5 the rate of cooling would be slowed; at 100 and above the water IS TURNING into vapor…
