There’s not much you can do, but your mum will have to have zero contact with the girlfriend. Threats against another person will result in legal action, even criminal prosecution, but the police will look at “intent.” I’m sure your mum has really bad feelings for the girlfriend, but she’ll just have to let go of her anger. Easier said than done, but millions of people have had to do it.
