He can always ride a bike. My first job when I was 16 I rode my bike 15 miles each way. I lived close to Yosemite in Ca and I worked in Mariposa so I rode back and forth each day until school started up again. He could ride until he can fix his car. Besides getting a bike is rather inexpensive. There are not many options besides you paying to fix the car which would not be advisable or him moving closer to work but with him not having enough money to fix his car that is not advisable.
