they can actually. It has been possible since Windows 98. (an years before that on linux and solaris) You can even have active weblinks as a backround.

Reply from lucif /post/214075-my-desktop-wallpaper-wont-sh#reply-4444135 then it is possible you do not have the ‘active desktop’ enabled. You should enable that at the config screen with the desktop settings.
If it still doesn’t work, see what kind of extension it is. XP doesn’t just support anything.
