It is possible. A guy who somehow writes a number on the forehead of people in mirror. The number of course being the number of his victim.

From here, you can go for some really freaky stuff, like all people with a three trip at a certain place, or all people with a 5 somehow pass each other at a certain time. Freaky occurences that are all of a sudden noticable.

There is a serial killer on the loose now and she fights to bring him/her down. As the serial killer goes through victim after victim, she gets closer and closer to him/her. At the end though, I want her to get away after being caught.

When I write, I give a name to a broadly defined character and let them tell me who they are, where they are, where they are going, etc.

Even when I have a goal in mind for them, they are still the ones who tell me how they get there.
