ok well producing an ion, best way of doing is usually to vaporise your material and then fire an electron beam at it to rip the electrons off. forming ions.

how ions behave in magnetic and electric fields. right well formally they are maxwells equations, but that may be too advanced. ok basically you need to look how ions behave in them.

inelectric feilds ions will move towards opposite charges. magnetic feilds cause movment perpendicular to the feild. if they have any initial motion perpendicularly will circle, or parralelly, it will spiral.

think how you can use that to trap things, look up ion traps.

to emmit radiation need to readd the electrons ripped off at start so could add electrons.. there are other methods of course but that is simplist. use a low every electron beam for this.

ummm finally how to put it all together and move ions around the machine from one place to another. well will need to be in a vacume to stop the ions hitting anything and absorbing electrons. and magnetic feilds can be used to acelerate them slow and move them.
