You had feelings for a while, and your decision is something that you made that is right for you is it not?

He’s upset because he loves you still, and your decision that you made was arbitrary and not mutual. You want more out of your life, there is nothing wrong with that. You are young with alot of possiblities ahead of you. Settling is never the best way to go.
Remain true to yourself don’t allow anyone to make decisions you are unsure of or do not want to make.
