I am sure it depends on the company policies and things but anymore it does not matter if you have small kids they can and will shut it off. The government gave them back that right. I wish I could help you out financly but I am pretty much in the same boat. Try calling the electric company and explaining the situation to them. I know that when I had the problem, my eletric company told me that if I had small children living with me, they COULD NOT turn off the electric.
