I figure I would do the unexpected and answer your question. I was always taught that when there is an elephant in the room to introduce it and I will do so now. When we ban users they do have the ability to re-register. The reason for this is because we can’t accurately ban someone from signing up except with IP bans. The problem with IP bans though is that IPs change so if we ban a user by their IP and it gets changed, we’re now banning an innocent users. Therefore we avoid using IP banning and in this case you mentioned the ban the user received was for a minor reason. Thus, he does have the ability to sign up again. However, avoiding bans by making a new account is against the ToS and that user can be rebanned. I hope that sums it up for you. Shout me back if you have any questions, take care =]
