the hourglass means long term user, thats when youve been here 3 months. that doesnt give you any privileges.
as for becoming a mod, thats up to the other mods and admin to decide. basically be a good boy, be helpful, dont cause shit etc etc and after a while theyll notice that and put your name forward when they are looking for mods.
