  Apparently I was not using high frequency graded coaxial cables. When I changed my cables and made sure they were torqued properly I could managed to get a proper signal reading from the MP1763B connected to a digital communication analyzer.

  You need a power inverter. Disregard the previous answer as your question was about converting DC current to Alternative Current and not lowering voltage.
