The book “Brave New World” by Aldous Huxley answered this question. His system bread a certain number of 3 groups of people, Alphas, Betas and Deltas.
Alphas were the smart ones you would keep alive, betas were the pain in the as bureaucrats, and deltas were the everyday working man, this was sustainable, but it took all of the reason out of life.
We need all kinds of people to make the world work. The system depends of the meek and feeble as much as it does on the elites.
