But, you sound like you want to help this person. I would suggest on not “branding” them with this opinion, for it could be detrimental to your relationship with this personal. Try this approach: say, “you know you do this thing and it really bothers, or worries me because some who may not know you may see it as odd or strange perhaps even dangerous and they may react to you in a negative manner. “ Try to be as open and non-aggressive as possible but, avoid at all costs being patronizing. If this person really does need help, then suggest in a gentle way, that they might want to look into talking with someone who would be able to help them.
Be confident in what you say but gentle. If they refuse then that’s all you can do. If they get defensive about it then back off. That is all you can really do.

Eyes are typically developed for fine examination or detection. The eye in the most simple form is a highly complex thing. If all parts do not work, the eye does not function. So how does the incomplete eye species survive long enough to breed and to allow its species to further develop. How does it find it’s mate? It is safe to say deep see fish and deep cave dwelling animals who have lost their sight because there was little or no visible light is one such example of evolution or more accurately the de-evolution of a species. That can be supported but, the logic does not work the other way.
If man’s eye was only able to detect vague shapes how could we hit prey animals with sling-stones or spears? If kidneys are not developed as part of the whole organism does the person live or does the person not “live as well?” ;)
If half a wing is not adequate to support the animals weight in flight, is it not reasonable to presume in which, that the half-wing would not survive? If the half-wing developed to escape predators or more efficiently forage or hunt for food and is the precursor to the full wing there wouldn’t be enough to propagate to perfect the ‘full wing’ species.
The comparison between gravity and evolution is a rather erroneous one. Newton I believe, calculated the gravitation pull of celestial bodies based on mass and could accurately predict its force. There is no such proof in evolution. In my opinion, as well as with many others, evolution is a belief.
Plus, there is nothing in which suggests that certain precursors to modern man were not competing species. Case in point, the dog. Imagine you were an alien archaeologist and had no idea about life on this planet. You found some skeletons of dogs: small, medium and large. Would you conclude beyond a shadow of a doubt in which the yorkie evolved into the great dane based solely on age of the skeleton? Considering the fragile nature of organic beings and the rather sparse evidence over the vast expanse of time, 100’s of millions of years, we honestly cannot reach any /real/ conclusion.

Though mechanical failures of vehicles are not seen to be the cause of tooth decay, car problems are known to cause much gnashing of the teeth which could cause chipping and excess wear. And yes I am kidding.
